EXTRACT OF SCMA ESTATE RULES
ANNEXURE C(1)
- Speed limitation limited to 40km/h, provided that the association may, if it considers it necessary, impose a different speed limit. Any person found driving in excess of 40km per hour, may be subject to a financial penalty. Repeat offenders caught exceeding the estate speed limit of 40km per hour may incur additional financial penalties.
- Management Association is entitled to levy fines & penalties for any transgression of the Estate rules.
- Access and privileges to operators and their clients on the Estate may be limited at the discretion of the Management Association for any transgressions of the Estate rules.
- Any nuisance, including any noise such as excessive revving or vehicles or spinning of tires whilst driving through the estate will warrant the Management Association to take appropriate action. Excessive use of car hooters in the estate is prohibited. Music and noise must at all times be unobtrusive and contained to the reasonable levels so as not to create a disturbance or nuisance to owners to occupiers within the estate.
- Any operator/service provider on the Estate has to comply with the relevant security protocol of the Association. All persons entering the estate, whether authorised to do so by an owner, resident, operator, and/or service provider shall be subject to applicable security protocols from time to time.
- Access and egress to and from the estate is controlled by the Association. To the extent that an owner, resident, operator and/or service provider, may authorise any persons or vehicles to access the estate, such access shall always be subject to the discretion of the association and shall be entitled to refuse such access, should it have reasonable grounds to do so.
- No unaccompanied guests or clients or operators/service providers, shall be permitted on the Private Open Spaces on the estate at any time. Use of any of the estate facilities is strictly for owners and residents only.
- Security surveillance cameras are installed at various places on the estate and are monitored from the Security Nerve Centre. The movement of all vehicles and people entering and exiting through the access points may be monitored.
- Owners, residents, and operators/service providers are responsible for the behaviour of their visitors and clients on the estate.
- No person shall operate any motorised or other vehicle of any sort while under the influence of alcohol or drugs.
- Parking on sidewalks and open-lawned areas or in front of driveways to units is prohibited.
- No person shall use any road or open space in the estate in such a way as would be considered unreasonable or interfered with the use and enjoyment thereof by other persons or in such a way as to cause a nuisance to any other persons.
- No visitor or client of an operator/service provider may bring a pet onto the estate.
- Any pet being on estate in contravention of these estate rules shall be removed from the estate.
- No person shall be entitled to access the golf course other than for the purposes of playing the game of golf.
- Neither the association, its directors, officers, employees or contractors nor their respective agents shall be liable for any loss of life, personal injury or damage to property of any other claim of any nature whatsoever suffered by any person whilst in or on the estate or any part thereof and from any cause howsoever arising.
- No persons shall do anything which is, or might be, prejudicial to other owners and/or residents within the estate. There is a zero-tolerance policy towards violence and crime within the estate and the association and/or security reserve the right to report such incidents to the South Africa Police Service to be dealt within the confines of the law.
- No persons shall disturb the public peace in a street or public peace, or on private premises by making noises or causing them to be made by shouting, quarrelling, fighting, or by means of a radio, loud speaker or similar device, or by riotous violent or immoral behaviour.
- The directors will determine the fines and/or other sanctions as may be imposed by the association from time to time, including but not limited to – fines, the suspension of accessibility to the estate, restriction or suspension of rights on the estate for persons and/or operators/service providers.
STEYN CITY GOLF CLUB RULES AND REGULATIONS

1. GOLF AGREEMENT
These rules are issued by the Steyn City Golf Club (“The Club”) and are applicable to persons who conclude golf agreements with The Club (“members”) and to any persons who utilise the golf course and golf facilities, including the golf academy, as a guest of a member, or a client of an accredited golf operator/service provider (“a guest”).
2. GOLF COURSE USE
- The Golf course may be used only by:
- Members and their guests, but always subject to these rules;
- Such other persons permitted by The Clubs management in its discretion.
3. GUESTS
- Any guest shall be accompanied by a member and shall, after paying green fees, be deemed to have read, acknowledged and be bound by the provisions of these rules.
- A member shall be responsible for ensuring that his/her guest adheres to the rules at all times.
- Members and their guests shall pay applicable green fees, cart and other charges prior to utilising the golf course including putting green, practice range and any other practice facilities.
4. GOLF OPERATIONS
- The hours of play on the golf course and practice facilities shall be determined by The Club from time to time. The Club may declare the golf course or any facilities closed and no play or practice shall be permitted thereon.
- Golfers may not chip, putt or practice anywhere other than on the practice range or putting green or on any area set aside for this purpose by The Club.
- Under no circumstances will practicing or playing of other sports be tolerated on the golf course at any time of the day.
- All golfers are to repair pitch marks and divots and to rake bunkers on the golf course.
- Each player shall have his/her own bag of golf clubs and no players will be permitted to share a bag of clubs or any clubs during a round of golf.
- The Clubs Management reserves the right to vary at any time all or any of the fees payable for the use of the golf course or its facilities.
- No persons may commute to and from The Club house or other facilities other than via estate roads or designated paths.
- Members shall, should they become aware of any lightning activity in the vicinity of the golf course, stop play immediately and return to The Club house.
- No golf cart of any shelters erected on the golf course offer adequate lightning protection. If golfers notice or are made aware of lighting in the area, all play should stop immediately.
5. GOLF BOOKINGS
- The Club shall be entitled, it its discretion, to make allowance for booking tee off times up to a maximum of 14days in advance, provided The Club may vary this arrangement at different times of the year and for specific days of the week, in its discretion.
- Tee off times may be cancelled no less than 24hours prior to a scheduled booking. A full charge may be raised for such booking should due notice of cancellation not be given in terms hereof, other than for reasons of closing the golf course.
- Golfers must check in that Pro Shop at least 30 mins prior to booked and confirmed tee off times. Golfers must produce green fee and cart hire receipts to the starter at the relevant tees.
- The names and surnames of all members and their guests wishing to play golf must be provided and confirmed 4 days prior to playing.
6. MOTORISED GOLF CARTS
- The Club reserves the right to provide golf carts and may refuse the use by members or their guest of motorised golf carts on the golf course.
- The use of private golf carts by guests is not permitted.
- The following rules shall apply to the use of golf carts on the golf course:
- Golf carts may only be operated or driven by persons in possession of a valid driver’s or learners license and be over the age of 16;
- No golf carts will be permitted on the golf course other than for the purpose of playing golf;
- No golfer will be permitted to use a golf cart on the golf course without first registering in the Pro Shop;
- The carrying capacity of any golf cart shall not be exceeded at any time;
- The drivers of golf carts shall at all times use the cart paths and obey the signage on and around the golf course and refrain from driving in areas which are not suitable for the use of golf carts;
- Golf carts may only be parted at or near The Club house in areas demarcated for that purpose;
- The Club shall not accept any liability or responsibility whatsoever for any loss, damage or injury, arising from the use of golf carts on the golf course. The use and enjoyment of any member or guest of a golf cart shall be entirely at the risk of that member or guest, as the case may be.
7. CLUB HOUSE
- The hours of operation of The Club house and related facilities shall be as determined by the Club management from time to time.
- Members and their guests shall observe proper decorum in The Club house and facilities. Any member or guest who conducts himself in an inappropriate manner may be requested by club management to leave The Club house and facilities.
- The Club will not offer credit. Members may make use of the prefunded account facility for the exclusive use at the Pro Shop. Members are responsible for all charges incurred whilst using The Club house and any facilities including in respect of their guests. Any invoices presented to a member shall be settled immediately upon presentation.
- No notices may be placed in or about The Club house, any facilities including on the golf course unless approved in writing by The Club management from time to time.
- No member or guest may bring food or beverages into The Club house and facilities for consumption without prior written permission of The Club.
- Members and their guests shall abide by all laws including for example liquor and smoking laws as may be enforced, from time to time, in respect of The Club house, the facilities and the golf course.
- No member or guest shall in any way abuse any of The Club’s employees whether verbally or otherwise.
8. ESTATE
The privacy and comfort of persons living at Steyn City shall be respected at all times. Members and guests are strictly prohibited from entering onto private property, whether to retrieve golf balls or otherwise.
9. DRESS REGULATIONS – GOLF COURSE AND PRACTISE FACILITIES
Only recognized golfing attire may be worn by any member or guest on the golf course, provided The Club reserves the right in its sole discretion, at all times to refuse to allow any member of a guest to use the golf course should that member or guest not be dressed in recognised golfing attire.
10. DRESS REGULATIONS - CLUBHOUSE
Given the standard of service and ambiance thereof, persons using The Club house and the facility, shall be appropriately dressed in an informal yet smart casual manner. The Club reserves the right to ask any person to leave The Club house or facility should that person not, in the sole and absolute discretion of The Club, be appropriately dressed.
12. CELLULAR PHONES
- Members of their guests must leave their cellular phones or similar electronic devices on silent at all times, whether on the golf course or in The Club house and facilities.
- Provided it does not distract other golfers, members or guests may communicate by email/sms/whatsapp utilizing their cellular phones or similar electronic devices.
- This rule 12 shall not apply to professionals who may be on call for example medical doctors and who may leave their cellular phones or other electronic devices on at all times and places.
14. DISCIPLINE
- Members undertake in using the golf course and facilities to do so in a polite and dignified manner and in compliance with these rules. The Club shall appoint such suitably qualified person as it deems fit, from time to time (“The Club manager”) to ensure compliance with the general principles in 14.2 and with these rules and who shall take such steps as are necessary to ensure compliance therewith.
- In the event that The Club manager, in his sole discretion, determines that a member has breached the general provisions of 14.1 or breached any provision of these rules, The Club manager shall be entitled, on written notice to the member, to immediately suspend that member’s right to utilise the golf course and/or the facilities, pending resolution of the matter as provided for in this rule 14. The Club manager shall, in furnishing the written notice in rule 14.2, furnish detail of the breach and the reasons, if applicable, for the suspension of the Member’s right to utilise the golf course in 14.2. Further, the written notice shall call upon the member to furnish, within 14 days of the said notice, a written explanation to The Club as to why the conduct of the member is not in breach of these rules (“the member’s explanation”) provided that failure to furnish the member’s explanation timeously. Preclude the member from making any further written representations to The Club.
- The Club manager shall, within 14 days of receipt of the member’s explanation, respond thereto in writing (“the response”). The Club manager, together with a mediator appointed by The Club (“the mediator”) shall, as soon as practically possible after delivery of the response, but withing 30days, meet with the member with a view to discussing the member’s explanation and the response and to resolving the matter (“the mediation”). The Club shall ensure that the member receive not less than 10 days written notice of the date, time and place of the mediation.
- The mediation shall be informal and neither party shall be entitled to legal representation. Should the member fail to attend the mediation at the date, time and place as specified in the notice in 14.4, the person appointed as mediator shall no longer act as such, but shall act as an expert whose decision shall be final and may, in his sole and absolute discretion, take whatever action he deems appropriate against the member including cancellation of the golf agreement concluded between The Club and the member.
- The same procedures set forth in this clause 14 shall similarly apply to any accredited golf operator/service provider for the conduct of any of its staff, invited guests or client of such operator/service provider.
13. HANDICAPS
The SAGA rules regarding handicap, shall be applied provided that The Club may, in its discretion, manually intervene where necessary.
11. DRESS REGULATIONS - CLUBHOUSE
- Any member, guest or person brining any golf clubs, equipment or person belongings into The Club house or facilities or onto the golf course, and whether deposited in locker rooms, lockers, at the Pro Shop to elsewhere thereon, shall do so entirely at that person’s risk. The Club reserves the right to remove any items left in any locker rooms, lockers, at the Pro Shop or elsewhere on the golf course or in The Club house of facilities, and to do so at the close of business each day.
- Any items in 11.1 not collected within 4 weeks of being removed by The Club, shall be donated by The Club to a cause of The Club’s choice.
- Neither The Club, its directors, agents or employees will be liable for any loss, damage or injury to the assets and/or goods of the member and the member indemnifies The Club against any claim of whatsoever nature as may be made against The Club for any loss, damage or injury to any persons suffered in or on the golf course or the facilities in consequence of any act or omission of The Club or of its directors, servants or employees or arising from any defects in the Golf course or the premises or from any other cause whatsoever.
